  • Indoor mask mandate to be lifted (‘recommended’) starting Mon, Jan. 30

    [Phase 1] Mask mandate to be adjusted as of Mon, Jan. 30 (post-Seollal), making it voluntary for both indoor and outdoor situations

    • However, the indoor mask mandate will remain mandatory for high-risk facilities, medical institutions, pharmacies, and public transportation to protect high-risk groups.
    • Highly recommended mask guidance:
      • 1. Any person who shows symptoms of COVID-19 or has come into contact with a symptomatic person;
      • 2. Any person who belongs to a high-risk group for COVID-19 or plans to contact a person who belongs to a high-risk group for COVID-19;
      • 3. Any person who has recently contacted a COVID-19 patient (recommended to wear a face mask for two weeks from the day of contact);
      • 4. Any person situated in a 3C (confined, crowded, close contact) environment;
      • 5. Any person in a crowded place where there is a high level of activities that produce droplets such as shouting, choral singing and conversations.

    Daily COVID-19 protocols emphasized, such as voluntarily wearing masks as needed, since it is still a highly effective and essential method of prevention.

    ■ Detailed information

    Adjustment plan for the indoor mask mandate

    • [Phase 1]The indoor mask rule will be eased from mandatory to recommended (excl. some facilities).
    • The indoor mask mandate will continue to apply in high-risk facilities for infection, medical institutions, pharmacies, and public transportation.
      • * High-risk facilities for infection: convalescent hospitals, nursing homes, mental health centers, and disability welfare facilities
      • ** Public transportation: bus, subway, train, ship, ferry, taxi, aircraft, etc.
    • Highly recommended mask guidance:
      • 1. Any person who shows symptoms of COVID-19 or has come into contact with a symptomatic person;
      • 2. Any person who belongs to a high-risk group for COVID-19 or plans to contact a person who belongs to a high-risk group for COVID-19;
      • 3. Any person who has recently contacted a COVID-19 patient (recommended to wear a face mask for two weeks from the day of contact);
      • 4. Any person situated in a 3C (confined, crowded, close contact) environment;
      • 5. Any person in a crowded place where there is a high level of activities that produce droplets such as shouting, choral singing and conversations.

    Mask guidance (recommendation)

    • 1. Any person who shows symptoms of COVID-19 or has come into contact with a symptomatic person;
      • * COVID-19 symptoms: sore throat, cough, stuffy or runny nose, fever, etc.
    • 2. Any person who belongs to a high-risk group for COVID-19, or plans to contact a person who belongs to a high-risk group for COVID-19;
      • * High-risk groups: seniors over 60, the immunocompromised, people with underlying diseases
    • 3. Any person who has recently contacted a COVID-19 patient (recommended to wear a face mask for two weeks from the day of contact);
    • 4. Any person situated in a 3C (confined, crowded, close contact) environment;
    • 5. Any person in a crowded place where there is a high level of activities that produce droplets such as shouting, choral singing and conversations.
    • (Effective date) The phase 1 adjustment measure will take effect on Mon, Jan. 30 (one week after Seollal).
      • This was determined in consideration of the increased population movement during the Seollal holiday week, and the time that will be required to inform the facilities that will be excluded from the phase 1 adjustment measure in advance.
      • However, the number of new positive cases can increase following the adjustment of the indoor mask mandate. Use of face masks in daily life and receiving further vaccinations are highly recommended as those who are in high-risk groups have not yet developed a sufficient level of immunity.

    Places that will remain subject to the indoor mask mandate even after the phase 1 adjustment.

    * Even after the phase 1 adjustment of the indoor mask mandate takes effect, the indoor mask mandate will still apply for high-risk facilities for infection, medical institutions, pharmacies, and public transportation.

    • High-risk facilities for infection (3 types) (further information will be shared separately)
      • 1. Convalescent hospitals, nursing homes
      • 2. Mental health centers
      • 3. Disability welfare facilities
    • Medical institutions
      • Pursuant to the Medical Service Act (Article 3)
    • Pharmacies
      • Pursuant to the Pharmaceutical Affairs Act (Article 2)
    • Modes of public transportation
      • Pursuant to the Act on the Support and Promotion of Utilization of Mass Transit System (Article 2): bus, subway, train, ship, ferry
      • Pursuant to the Passenger Transport Service Act (Article 3): chartered bus, special passenger motor vehicle, general taxi, privately operated taxi
      • Pursuant to the Aviation Business Act (Article 2): aircraft used by air transportation business operators to transport passengers in accordance with the Aviation Safety Act (Article 2)
